Along with the sanctions, the NCAA will allow Penn State players to transfer to other schools without penalty. That should unleash a wave of recruiting efforts by competing schools looking to pluck away Nittany Lions. Rules governing permission-to-contact players on the Penn State program have also been lifted by the NCAA, putting every player on the roster up for grabs. . . . The NCAA is considering waiving the limit for schools to take on PSU scholarship transfers.
